On 28 September 2026 the City of Warsaw, Bemowo District, published a contract award notice in the Polish Public Procurement Bulletin (BZP) for the replacement of the ground-source heat exchanger at a municipal building at 26 Radiowa Street in Warsaw (notice no. 2026/BZP 00458967/01). The procedure was run in the basic mode under Article 275(1) of the Public Procurement Law, and the contract was signed on 23 September 2026.
Scope
The contractor is to prepare a concept for a heat pump heating system and the design documentation for the chosen option. Acting on the contracting authority's authorisation, it will also file the required notification of the planned vertical drilling for the heat exchanger probes connected to the heat pump, provide design supervision and build the ground loop. The details are set out in a functional and utility programme attached to the tender documents. The execution period is 84 days.
The original contract notice (no. 2026/BZP 00387590/01, published on 11 August 2026) required bidders to show experience in sizing and building a ground loop made of vertical borehole heat exchangers with a combined length of at least 1,500 m, for a residential or public building, under a single contract worth at least PLN 300,000 gross. Bidders also had to provide a person holding category V geological qualifications, which entitle the holder to prepare geological work plans for borehole heat exchangers, and a person licensed to manage building work in the building services specialty. Bids were scored on price (60%) and the warranty period for the works (40%).
Outcome
A single bid was received, from a consortium of T.M. Instalacje Tomasz Kucharek of Warsaw (as lead partner) and Odwierty.eu S.A. The bid price and the contract value are both PLN 492,000.00. The main CPV code is 45331000-6 (installation of heating, ventilation and air-conditioning equipment), and the additional codes include 71321200-6 (heating system design services).
