What the procedure covers
The contracting authority is the Narol municipality (Podkarpackie province, Lubaczów county). The subject of the contract is the drilling of the thermal water exploration well Narol GT-1 in the village of Lipie. The works are to be carried out on the basis of the approved geological works project for this well, a document the contracting authority pointed to in the description of the subject of the contract. The notice number is 2026/BZP 00442997, version 01, published on 17 September 2026.
Geothermal scope
The planned Narol GT-1 well is to identify and explore thermal waters, which were expected in Lower Cretaceous and Middle Jurassic formations. The well is to be drilled to a depth of 1950 m, with a tolerance of plus or minus 10 per cent. The scope covers preparatory works and rig assembly, drilling to the target depth, screening of the captured aquifer, hydrogeological testing and geophysical surveys, including temperature logging under stabilised conditions. The hydrogeological measurements include continuous automatic recording of thermal water yield and temperature, water table level or wellhead pressure, as well as outside temperature and atmospheric pressure. The well site is plot no. 5/17 in the Lipie area.
Deadlines and conditions
The deadline for submitting bids is 9 October 2026 at 9:00, with bid opening at 9:30 the same day. Bids may be submitted only electronically through the contracting authority's procurement platform. The bid validity period runs until 7 November 2026, and the contract execution period is set until 30 June 2027. The award criteria are price with a weight of 60 per cent, experience of the plant manager (20 per cent), experience of the drilling site managers (15 per cent) and an extended quality guarantee period (5 per cent).
Among the participation conditions, the contracting authority requires at least two geological works consisting in drilling a well to a depth of not less than 1300 m, and the assignment of a plant manager, two drilling site managers and four drillers with experience on wells at least 1300 m deep. Applicants must also hold funds or credit capacity of PLN 5 million and civil liability insurance with a guarantee sum of at least PLN 10 million.
