On 30 September 2026 the municipality of Jodłownik (Lesser Poland province) published a contract notice in Poland's Public Procurement Bulletin for works titled "Improving the energy performance of the Municipal Social Welfare Centre building in Jodłownik". The procedure is run in the basic mode under Article 275(1) of the Public Procurement Law. The contract value is given as PLN 1,439,243.18.

Geothermal scope

One of the four parts of the scope is the ground-source heat exchanger. For this part the notice lists earthworks, boreholes, horizontal connections, works from the distribution wells to the building, and formal handling. The notice does not state how many boreholes are planned or how deep they will be. The detailed scope is set out in bills of quantities attached to the tender specification.

The other parts are building works (including a lift shaft with a lift, replacement of doors, partition walls, floors and rebuilding of the staircase), sanitary installations (water and sewage, central heating, mechanical ventilation and air conditioning) and electrical installations. The contractor must also prepare as-built documentation with an operation and maintenance manual and an as-built geodetic survey.

Experience requirement

Bidders must show that within the five years before the bid deadline they completed at least one thermal modernisation of a public building with a volume of no less than 900 m3. That job had to include additional insulation, replacement of windows and doors, and a ground-source heat pump of at least 30 kW with a vertical ground collector. Proof takes the form of references or other documents issued by the client for whom the works were done.

Funding, criteria and deadlines

The contract is co-financed by the European Regional Development Fund under the European Funds for Małopolska 2021-2027 programme (measure FEMP.02.02 Energy efficiency improvement, project type: deep energy modernisation of public buildings, project no. FEMP.02.02-IZ.00-0372/24).

Bids are scored on price (60 percent) and the warranty period (40 percent), with a minimum of 36 and a maximum of 60 months. A bid bond of PLN 10,000 is required. Bids are submitted electronically through jodlownik.ezamawiajacy.pl by 9:30 on 15 October 2026, and opening is scheduled for 10:00 the same day. Bids remain binding until 13 November 2026, and the performance period is 60 days. The main CPV code is 45215222-9 (construction work for social centres). Notice number: 2026/BZP 00464583/01.
